Greetings David,
This is the first I've heard of it and it's really hard to say anything without some
traces/log data of what's going on.
However, it seems this might be caused by multiple versions of the C++ runtimes installed.
As such, have the user go to Start, Run, and enter the following:
msiexec /x {22B775E7-6C42-4FC5-8E10-9A5E3257BD94}
then click OK and choose Yes to the prompt to uninstall.
After that, just have them run Messenger and see if that fixed the problem.
