Create Isetting Failed

I work in Desktop Support and have a user who is receiving an error,
"Create Isetting Failed" when opening Windows Live Messenger version 2009
(Build 14.0.8064.206). After acknowledging the error the program crashes
closed.
We've tried removing and reinstalling to no avail. We've removed,
rebooted, deleted the associated
HKey_Current_User\Software\Microsoft\WindowsLive registry key, reinstalled,
to no avail. MS Knowledge Base has no hits.
Any suggestions?

Greetings David,

This is the first I've heard of it and it's really hard to say anything without some
traces/log data of what's going on.

However, it seems this might be caused by multiple versions of the C++ runtimes installed.
As such, have the user go to Start, Run, and enter the following:
msiexec /x {22B775E7-6C42-4FC5-8E10-9A5E3257BD94}
then click OK and choose Yes to the prompt to uninstall.

After that, just have them run Messenger and see if that fixed the problem.

Jonathan,

Thanks for the suggestion, however it did not solve the problem - still
getting the "Create Isetting
Failed" error when Live Messenger tries to load. Any other suggestions?
I'm trying to avoid a complete format and reload of the machine.
