Create a Team Blog?

1 - Is it possible to configure a "Team Blog" where I can create a list of
members who have rights to author in the blog?

2 - Is there a way to prepopulate (script?) the list of authors?

I'm afraid not. Generally what's been done is someone is responsible for the posting and
does it on behalf of the team or everyone just shares a Passport.
