I'm just curious.

What type of user account(s) are you trying to create?

How are you creating the account (exact steps).

Do you have a policy in effect on that machine to deny local login to users
with blank passwords? If so, are you creating a password for the account when
you create it?

I created a limited user account using the Control Panel Users app.

There is no policy in place to prevent login by users with no password.

Is this notebook a domain member?

I did a search and came up with a number of links, but don't have enough
information to know whether or not any of them pertain to your situation.

Forgive me if you've already seen these, but I'll post them anyway. You can
look at them to see if they are directly related, or to see if they give you
any ideas as to how to troubleshoot this issue on your system.

http://www.vistax64.com/tutorials/13...ot-loaded.html

I also found a lot of special case instances of this error while searching,
but those two scenarios above would be the most likely overall.

If anything at all is unusual about the account creation history on this
system it may be pertinent to solving the problem. So far we haven't
exchanged a lot of information -- not that it would be very easy to provide
enough background information on a problem like this, or to know which
information was important and which was not. But this does seem like it could
be a profile corruption issue or a group policy issue.

How many admin accounts (including the built-in one) are on this system. Is
the primary admin account disabled? Is UAC enabled or disabled? Have any
other major modifications to the security stance (including file system
permissions changes) of the machine been made?

The laptop is not a member of a domain

It is only 3 months old, with not a log of custom configuration.

I have the problem is the ADMINISTRATOR account is enabled or disabled
The only other account is the one I use (ADMIN) when I started th
laptop the first time. UAC is enabled

I saw the knowledge article and I can delete what ever account
create, but I can not seem to create a NEW WORKING account

I also checked the security group policy and did not see anythin
relevant

I am at a loss where to look

I have to admit that I'm stymied. I'll keep thinking about it to see if
anything occurs to me.

Maybe somebody who knows more than we do will come along.

Just a thought. How about enabling your Built-in Admin, use it to
create a new user account ?
Perhaps, you might consider using the Built-in Admin to remove your
own admin account, create a new admin account, and see if you can do
what you wanted to do in the first place.

OK. Don't remove your existing admin acct.
Can you use the Built-in and create another admin account that works ?

I get the same results when I create a new account (Basic or Admin)
using either my admin account or the built-in ADMINISTRATOR account.
When I try to logon to the account I get the message:
THE USER PROFILE SERVICE FAILED THE LOGON. USER PROFILE CANNOT BE
LOADED.
When I look in the Users system directory, the command never created
the directory structure for the new account.
