Creating a new key in HK-_Users fails

Vista Home Premium SP1
I want to create a new key in HK_Users. Vista will not let
me. All permissions are set at FULL.
How to add a new key?

Dr.Dos,

Read over this page and follow exactly what Aaron Stebner describes. If you
run the SubInACL tool to repair file and registry permissions then don't be
alarmed how long it takes to finish, but it's worth the time and should fix
your problem.
