Creating a rule

Why am I not able to create a rule to move particular emails that always go
to my Junk e-mail, to go to my Inbox? It will allow me to create a rule but
it will only allow me to move it to a folder other than my Inbox.

WYSIWYG. Stop the messages from these senders from going to the Junk
folder by adjusting your junk mail settings and check Blocked Senders.

Since the internal Junk rules operate before your custom rules, it is
not possible to use rules to divert messages that Windows Mail thinks
are Junk. Like Bruce says, use Safe Senders to prevent false positives.
