Creating stationery from scratch in Windows 7

In XP making stationery from scratch is easy.
I have a bulging Stationery folder :-)

When using the Stationery Setup Wizard in Windows 7, the Preview window only
shows a corner of the image that is to be used, instead of all of it (I make
mine as 1280x400 pixel strips which are then tiled vertically).
This makes it impossible to see what the tiling looks like and where to
start the text, which is plastered all over the image.
No such problem in Windows XP or before, you could see exactly what you were
doing.

Am I missing something?
I can't find any reference to creating stationery in Help.

Is there anyone who can throw some light on this?

What happens if you use Live Writer's Preview pane instead?

Ooo, what's Live Writer, I'd better investigate.

Since posting, I have made templates, so it becomes a bit
Painting-by-Numbers!
