Check the versions of the modules that are being updated which you
have versus the versions documented in the KB823559 article.
Has one of them regressed? That would explain the symptom.
A common cause is interfering security apps.
Also there should be a log file generated by the update which will show
you if a reboot would have been required. I think it is the copying done
by the reboot which gets interfered with most often and I'm not sure whether
the log even records that event normally.
If it was partially updated once it may be better to try uninstalling it
cleanly and then reinstall it now. That would be another good reason
to check the log.
OTOH if you are still using WUv4 it's possible that the update isn't
installing completely or registering, for some reason. Try installing it
manually and then see if WU picks up on that fact.
