I Have been installed critical update 823559 again and
again. It keeps coming back and says I need to install.
I click to install and it says install complete.
But it comes again.
Any suggest why? Is it the Windows Update that is bad
or does my system just not accept it?
Thanks for the help.

Lee,

If this folder is not on the root (usually, C:\) drive,
Program Files\Common Files\Microsoft Shared\TextConv, then that may
be why it is not installing.
Suggest checking first in Add/Remove Programs in the Control Panel
to see if KB823559 is listed. Then check in the TextConv folder for
the version of these 2 files :
Html32.cnv
Msconv97.dll
Right click the above files, choose Properties, and then click the
Version tab to find out which version they are.
For XP and Windows 9x, the version number of both files is
2003.1100.5426

If the update is listed in Add/Remove Progams and the version
numbers of the files on the system match those of the update, then
the update has been successfully installed and either the installed
value is not correct in the registry or there is a detection issue
with Windows Update.

For checking the registry
" To verify the patch is installed on your computer, confirm that
the following registry key exists:

Windows XP:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Wind ows XP\SP1\KB823559

Windows XP with Service Pack 1 (SP1):
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Wind ows XP\SP2\KB823559 "

Windows 9x (Win98,98SE,ME)
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed
Components\{2806b4d1-cadf-4568-99df-1c8836a6b4bc}

The Value should be 1 to show the update as installed.

IF you find that the files do not match BUT the update is listed in
Add/Remove Programs, advise you to uninstall it, download it
manually from Windows Update, save it to your HD, close IE, boot to
Safe Mode, and install it from there.

And what if the version is 2000110900 (HTML32.cnv) and 2003.1100.6252
(MSCONV32.DLL) and the update is not listed in the Add/Remove Programs
dialog? I've installed it manually in Safe Mode, and I'm using Win98SE.

Hi,
This what help me solve this problem. I running ME on my computer.

First you go to Control Panel ADD/REMOVE and look for Q823599 is there and
if so uninstall it. Then in Folder Options Click View tab Under Hidden
Folders remove check and have them show. Also remove check in hide
protected Operating system files. Click start search and enter
wutemp.catroot in search. If you see this then delete it and restart PC and
head back to Windows Update. I did all this and it installed on the first
try. I did not see that wutemp.catroot in search and just restored the
computer and now I have the critical Update Q823559. I hope this help you
all.

This was spot on for me also. I had more copies of msconv97.dll running
around. I just copied over all older versions with the version specified by
MowGreen, and update is finally clean (I found I had installed five times
already).

It looks like the update was putting the new versions under
\windows\options\cabs where I keep the original install files, and not in the
\Program Files\Common Files\Microsoft Shared\TEXTCONV area.

Thanks
