If this folder is not on the root (usually, C:\) drive,
Program Files\Common Files\Microsoft Shared\TextConv, then that may
be why it is not installing.
Suggest checking first in Add/Remove Programs in the Control Panel
to see if KB823559 is listed. Then check in the TextConv folder for
the version of these 2 files :
Html32.cnv
Msconv97.dll
Right click the above files, choose Properties, and then click the
Version tab to find out which version they are.
For XP and Windows 9x, the version number of both files is
2003.1100.5426
If the update is listed in Add/Remove Progams and the version
numbers of the files on the system match those of the update, then
the update has been successfully installed and either the installed
value is not correct in the registry or there is a detection issue
with Windows Update.
For checking the registry
" To verify the patch is installed on your computer, confirm that

The Value should be 1 to show the update as installed.
IF you find that the files do not match BUT the update is listed in
Add/Remove Programs, advise you to uninstall it, download it
manually from Windows Update, save it to your HD, close IE, boot to
Safe Mode, and install it from there.
