Try this:
This may fix your problem (be sure to reboot if offered):
Uninstall 823353 if it is installed (from the "Add or Remove
Programs" list in Control Panel)
Then download and install 837009 manually:
Cumulative Security Update for Outlook Express (837009)
http://www.microsoft.com/technet/sec.../ms04-013.mspx
Then go to Windows Update to install 823353 again (a newer version
that includes and supersedes 837009).
