critical update not installed

i have been trying to download and install Malicious Software Removal Tool -
January 2005 (KB890830)
when i click to install this update, it says i did not check the user
agreement box and therefore no updates will install. i have repeated the
install process and nowhere does the user agreement box show up. can someone
help?
