This update has been installing every morning for the past 8 months and says
it suceeds. If you do an express scan it does not find it is necessary to
install

So, what does the update's install log say? E.g. which modules were
(supposed to have been) updated? Were they all copied successfully?
Etc.

Unfortunately that KB article doesn't give a manifest of the modules
involved nor does it contain a pointer to an article which would,
e.g. a TechNet Security Bulletin. So I think you will have to compare
your log and details with someone else who has already installed
that update successfully.

BTW why is it called "critical" if there is no security bulletin associated with it? ; ]

Run the monitoring wizard... you haven't fully set up your SBS box and
once you run the monitoring wizard this patch will "take".
