CRITICAL UPDATES WHERE DO I START?

I have an older Dell with a reinstallation disk. I will be reinstall XP pro.
Do I just install Service Pack 1a and then Service Pack 2 or do I have to
download all of the hotfixes and both service packs?

Forget SP1.. SP2 covers it..

SP-2 includes SP-1 and all but the most recent updates.
Install SP-2 first.
Then go back to Windows Update and get the remaining updates.

I suggest that you peruse the Dell support web site to check if any updates
to your computer BIOS or Dell systems should be done before installing
Windows SP2.
You will be able to find any necessary preparation details specific to your
computer on that web site.
