Cryptographic services file not on my machine

I am having several MAJOR problems getting my Windows XP updated. One of the
problems is that I can't get my cryptographic services started because its
not even listed as a file for me to click on! When I go to Administrative
Tools in my Control Panel, and then services, it's not an option to list.
It's not even there! What's happened? How do I get the file back so that I
can start the services?

Any thoughts would be appreciated.

I've no idea what happened.

Are you sure this is Windows XP? Windows 2000 does not have "Crytographic
Services" listed separately.

The only remedy that I can think of is to do a "Repair" re-installation.
