Cumulative Security Update for Internet Explorer (947864) repeats

This update continues to show up and needed. I have tried several times to
use microsoft update to install it and it reports success. However, when I
reboot the system it reports it as not installed.

Have tried turning off antivirus and firewall, no effect. Any suggestions
appreciated.
