Cumulative Security Update Outlook Express 6 Service Pack 1 KB8370

HELP!
I am running MS WIN 98, I continuely receive a notice from MS to download:
Cumulative Security Update for Outlook Express 6 Service Pack 1 (KB837009).
I download the file (it doesn't request a restart although I usually do
anyway) and shows that the file has been downloaded successfully. However
the next day it will request that I download the same file again. I have
done a virus scan, and spyware scan and came up with nothing. And my
installiton history shows that all updates/downlaods from MS have been
successful.

HELP!
