Customizing Tab Bar & Menus

This may be obvious but I have spent too long searching for answers...

My current IE7 configuration has my Tabs sharing the same bar as my
Commands. As I open more Tabs each Tab gets smaller and unreadable without
using the Tab List drop down menu. How do I set the Tab Bar to be under the
Command bar so the bar spans the screen?

Given this, there will be a lot of unused real estate on the Command bar.
Can I further customize this beyond the limited options currently available?
The menu bar leaves a lot of unused space, the address bar cannot be resized
or customized, and my current Tab/Command bar is cluttered. I want to
customize all three.
