Hi,
You have a locked file somewhere near the end of the volume. When Windows'
disk manager encounters this, it halts the shrink process. You have a few
options:
a) Use a defrag program that can move this file (the defrag utility in
Windows will not do this), then retry resizing it.
b) Use a third party program that runs from outside of Windows to resize the
partition, usually done from a bootable disk.
c) Use Linux' setup to carve out partition space. Most of their current
install routines are capable of doing this without damaging the Windows
installation.
