Hello Peter,
By design Windows Live Mail(WLM) is configured to automatically compact
every 100 shutdowns.
It can not be permanently disabled. If seeing the compact option at every
shutdown, you'll have to complete a compaction to reset the counter.
Open WLM in mail mode(do not access contacts, calendar, feeds, news)
Set to the compact counter to 1, click Close, Apply.
Click Work Offline
Close WLM via the menu(ALT F X)
Allow the compact to complete(do not interrupt)
Open WLM, reset the counter to 100, click Close, Apply
Click Go Online (if not already working online)

Options/Mail/Advanced/Maintenance/compact database on shutdown every...
However, the prompt to compact appears again at Shut down.
How can I permanently disable this option ?
