Date and Time Application keeps bug'n me

Hey all,
My parents have an HP 17in laptop with a 2ghz AMD athlon 64 bit processor
and Vista pre-installed. Ever since they've had the thing it will
occasionally show a window that says "the Page failed to load" then an option
to try again but it never succeeds even when the internet connection is
working well. The only way to close this window is to ctl-alt-delete and use
the process manager to force it to quit. Then it pops back up again in a few
minutes. It is really vexing. I just keep the manager open so that as soon as
it pops up I can kill it. The process ID is the date and time, like so
:"Wednesday, August 1, 2008 9:12pm". So, if any of you have any idea how I
can make this thing stop I'd be very grateful.

Are you sure the year is 2008 or is a typo error.
