Checked where? Saw what? Details please!

More likely a user error. Run... control intl. cpl,0
and click on Customize, Date, Short date format
and change that mm to MM. FWIW in my XP none of the choices
in that dropdown have lowercase m in them; only uppercase M
are used. The XP Help indicates the same thing. (Win-F1 and
search for "short date")
If you can't change it through Regional Settings you will have to do it
with a registry edit. You may get better assistance for that
from a newsgroup which specializes in your OS.
BTW although you have associated this symptom with Windows Update
because of some patches which it installed it is really better addressed
in a newsgroup which specializes in your OS. Think of WU as a delivery
truck and the patch as a new appliance. Complaining here is then
a bit like running down the street after the delivery truck.
