Daylight Savings Time Update

I have an XP pro client on an SBS 2003 network that is not updating to
daylight savings time. I recently had to do a repair install on the system.
After the repair I updated using windows update. I don't see KB931836 (the
recent daylight savings patch) in the add/remove programs. I downloaded the
KB and tried to install it but it told me I already have the update installed
or a newer update installed. I also checked to see if KB933360 was installed
but could not find it.

How can I force windows to reinstall the update?

OK, I confirmed that the daylight saving time update was not installed in the
registry. I was able to use timezone editor utility from Microsoft to
manually set the correct time zone dates for EST and now the time displays
correctly. I'd still like to find a way to install KB931836 so that all the
other time zones are correct as well. So I'll ask again...how do you force
an update even if windows thinks its already installed. Is there a registry
setting that I can delete or something like that. As stated before, the
update is not listed in add/remove programs (yes, I have "show updates"
selected).

Any help would be appreciated.
