When I go to the Automatic Updates page in System properties everything is
greyed out and I cant change any settings. How can I get off Automatic
Updates?

Click Start, select Run and type: Services.msc
Press Enter
Locate the - "Automatic Update"
Make sure the service is not disabled and started.

"The Windows Update Service is not available" and all of the check boxes and
drop-down menus are greyed out. Automatic Update Service is missing from the
services.msc list.
Can happen if the wuaueng.dll file is not registered.

Register the file wuaueng.dll:
Click Start, select Run
Type: regsvr32 wuaueng.dll
Press OK.

If all else fails:

In attempting to disable Automatic Updates I located it in Services.msc and
clicked on Stop.
When I went back into the System properties nothing had changed, everything
is greyed out with Automatic Update enabled.
I went to Windows update and it proceeded to scan for updates but never
stopped scanning (not showing any results). I then checked out the previous
installations list and it says that no updates have been installed on this
computer (!!!)
While I am doing this my taskbar shows that MS is downloading updates. The
only way I can make it stop is to terminate my internet connection.
What is going on here? I am certain that what it is trying to download is
the SP2 update, which I do not want.
Help!

The Service needs to be RUNNING, not stopped. That's what Taurarian
wrote. Also, check to see if Background Intelligent Transfer Service is
set to at LEAST, Manual.

Did you attempt step 3, as suggested ?

I did do step 3, after which I was able to check the "disable Automatic
Updates", however, as soon as I go online MS updates again starts downloading
something. When I went into Windows update the only update it says I need is
SP2.....I've tried it, I don't want it! Why is some update downloading
without my authorization?

Background Intelligence Service is "Started". I cant see any Manual option
there. Although on my last visit to Services msc I stopped Automatic Update,
it is again listed as "Started".

???

After rebooting the computer the Updating seems to have stopped. I do hope
that it stays that way.
But in the Add/Remove list in the Control Panel it shows 18 Hotfixes with
(SP2) after them. Since I don't want SP2 can I remove these hotfixes?

Those updates are included in XP SP2, but were issued prior to it's
release. No need to remove them UNLESS the system is experiencing issues.
The latest released updates may actually show SP3 next to them.
