Perhaps on a pay-for incident, it's certainly not something they do for free
to my knowledge. The amount of time involved alone would be a limiting
factor. Microsoft does supply debugging tools for free, and with these and a
little knowledge you can often decipher them for yourself, or at least get
enough information to google the answer.
In addition, the Problem Reports and Solutions tool will also include dumps
on occasion, and if the information in it matches a known issue the user
will be directed to the appropriate solutions page. This though is an
automated process, and no real person examines these dumps and responds to
unmatched reports. The real purpose of this tool is to let MS engineers know
what the most common problems are so that efforts can be concentrated to
that end.
