Hi,

What are the best tools/procedures for debugging a Vista Ultimate
PC that can't shut down or hangs at log off?

Close ALL the programs you can and disable your anti-virus.... maybe
even temporarily uninstall it. Another real common problem is a network
card driver. Use Ctrl + Alt + Del to close programs (Task Manager).

Open the Event Viewer (eventvwr.msc)

Expand
- Application and Services Log
- Microsoft
- Windows
- Diagnostics-Performance
- Operations

Look for Shutdown Performance Monitoring (200 range) events.

I have no idea what happened - after I looked at the event viewer
where you showed me by laptop shuts down correctly every time. Is it
even remotely possible that using the event viewed fixed my shutdown
problems?

It's a coincidence. Did you get any Windows Updates? That is more likely to
have fixed the problem.
