Well, you've probably already done this but have you checked WinDVD options
and/or settings to see if you can make it your default DVD player? I seem
to recall, when I used it, on XP, it asked if I wanted to make WinDVD my
default player; you might need to reinstall.
On the AutoPlay option, if you set it to always ask, when the options screen
comes up when you insert a disk, does WinDVD show up in the list there?
