Default Explorer Folder

Hello, does anyone know how to set the default folder which opens
when starting Windows Explorer?

Reader's Digest version:

This command starts explorer on my "V:" drive with the drive expanded
out one level:

%SystemRoot%\explorer.exe /n, /e, v:\

This one starts it with all drives condensed:

%SystemRoot%\explorer.exe /n/e,
