Default Gateway Offline - Error 81000306

Windows XP SP2 - Patched to June 2006
Windows Messenger Live 8.0.0792

Error Code 81000306

At home connecting via my DSL connection I can connect to MSN, with either
the Windows Firewall or Zone Alarm Security Suite Active.

At work, I can no longer connect - via the LAN even though I used to be able
to, assuming I entered in the proxy authentication details. This is at two
independent locations, although they both exit the WAN at the same point for
the internet. Up until a week ago I was able to access it at one network,
but not the other, but since a clean install of windows and the latest
version of MSN Live being installed I have not been able to connect at
either location.

The message I get in the troubleshooter is that the default gateway is
offline, which is frustrating because if the gateway was offline I would not
be able to access the internet.
I cannot ping the gateway as its configured to drop ICMP packets.

Internet Explorer can access the internet assuming I enter in my proxy
authentication details.
IE is configured to utilise a proxy.pac file, both at home and at work as I
deal with multiple networks, and have around 10 different proxies depending
on location, each with there own exceptions.

* Web Filtering does exist, but not for MSN. While its possible that a
filter may have been put in place upstream that I have no control over,
within the two networks I am routinely at, no new filters have been put in
place to block MSN traffic.
* Date and Time is set correctly, my laptop is on a domain and the domain
syncs to a time source within the WAN. A visual check indicates that its
within a minute or two of my watch, and other clocks.
* Both firewalls are disabled, although Zone Alarm disables the windows
firewall if it is active. Prior to launching MSN.
*IE Cache settings Cleared.
*IE Advanced Settings - Certificate Revocation Unchecked - SSL 2/3 Checked
*regsvr32 softpub.dll, wintrust.dll, initpki.dll, MSXML3.dll Completed
Successfully
*MSN HTTP Proxy test can connect to the server.

Error Code - 81000306

Some more info.

At one location I have setup a wpad.dat for my network and it will detect
all the internet settings correctly if the internet control panel has the
LAN connection set to Auto.

Local software firewall is not blocking MSN in anyway - either the Windows
Firewall or Zone Alarm depending on which is active.

Connection via HTTP Proxy on port 80 available but Auth required, and stored
in MSN.
Connection via HTTPS on port 443 available

Time just sync'd with time.education.vic.gov.au as time.windows.com is
unavailable
