defrag does not work

We have 2 Toshiba portables with vista home premium. One is fine. The
defrag function on the other does not work correctly. I try to set the
defrag schedule and it never runs. when I go back to see the schedule again
it shows the schedule to run is never, not the one I set up and it never ran
on the schedule I had set up.

Any ideas on how to fix this? I would much rather run it on a schedule
rather than manually.

On Vista the default setting for defrag is permanently "on" but it only runs
when the machine is idle. There's no need to either schedule, or run
manually.
