Defrag Schedule in SBS 2003

I have SBS 2003 SP1. I have used a scheduled task to defrag the system disk,
but every time I analyze the disk, it looks as bad as the last time I looked.
Below is the command I'm using to defrag it.

C:\WINDOWS\system32\defrag.exe c: -f

Do I have to start it manually to make it work?

Does you system disk have greater than 20% free space to start with? If not
a defrag won't usually be very effective. Large files that are always open
like exchange and sql databases will get skipped when SBS is running normal.
Use the defrag to list the most fragmented files, their size, and number of
fragments.

Is there a reliable commercial product that would keep the disk clean, like
Diskeeper?

Defrag in 2003 is already a nofrills version of Diskeeper.
