I want to perform a full defragmentation using the command prompt and I want
to defrag every single file and folder in my drive including the windows
system files (Bootsect dos, Safeboot fs, Safeboot csv, Safeboot rsv,
Hiberfil sys, Memory dump and the Windows page file...).
what command should I write in the command prompt window?

__________ Information from ESET NOD32 Antivirus, version of virus signature database 3724 (20081230) __________

The message was checked by ESET NOD32 Antivirus.

Unfortunately, you can not do what you want with ANY defragmenter from
within Windows, and certainly not with the Vista supplied utility.

Better idea: get an operating system that doesn't need defragmenting
like Ubuntu. Check it out at http://www.ubuntu.com/. It's free and comes
with access to over 24,000 free programs. Not only that, there are NO
viruses or malware in the wild for Ubuntu, unlike Windows where there
are millions upon millions of crap just waiting for you every time you
surf the Net.
