You have some pretty heavy requirements there! Maybe I can help with some
of them, but not all.
I'm just one guy with one computer and no net but the Internet. But I've
been using PC's since 1977 and have been online since 1979. Today I use
nothing but Win7 and WLM; I haven't seriously looked at another mail/news
program since Microsoft Internet Mail and News (msimn.exe, OE's foundation
<g>) back in Win95, but I explored lots of options up to then.

Even with OE in WinXP, I've never had much success importing newsgroup
posts. I've generally had to recreate the News Account - or import the .iaf
file - and then re-download all the messages that were still on the news
server. This was very tedious, and was followed by even more tedious work
of trying to re-mark threads that I had read. (These Microsoft public
newsgroups now retain only about 90 days' worth of messages, but some Usenet
sites go back several years, as I'm sure you know. I've recently been
eliminating duplicate messages caused by multiple imports of Sent Items
folders from previous OE/WM/WLM installations and have found messages going
back at least as far as 1997. Some of my .dbx archives also have newsgroup
posts that old.)

Yes. Use Add/Remove Programs in WinXP or Programs and Features in Vista or
Win7. I haven't used WinXP or even Vista in so long that I don't remember
details. In Win7's Programs and Features, look for "Windows Live
Essentials" and Uninstall that. It will offer to repair or remove each of
the several components of Essentials, including WLM. In your case, you
probably should remove them all and start over. Note that removing the
applications will NOT automatically delete the Message Store or other
databases.
Before uninstalling that WLM, you should run it and verify the location of
its Message Store: Tools | Options | Advanced | Maintenance | Store Folder.
Then, from Windows Explorer or a Command Prompt window, you can delete that
entire folder, probably in C:\Users\<username>\...\ but I've relocated mine
so long ago that I've forgotten the exact pathname. Just make sure you've
backed up anything there that you DON'T want to lose. (One way is to run
Windows Easy Transfer, tell it this is the "old computer", and save all your
settings to safe storage space - on your hard drive or a thumb drive,
perhaps - that will be accessible when you run WET on the "new computer" to
restore those settings after reinstalling WLM.)
Since you installed WLM "a few months ago", you might not have the latest
build, which is 14.0.8089.076, released last Spring. You can get the
current version of WLM - and as many of the other Essentials as you want -
at
http://download.live.com . The download and install is semi-automatic.
It was easy for me to re-create my Rules, since I have only a dozen or so
Mail Rules and just one News Rule.
