Deinstalling a patch

I'm having trouble with PhotoShop Elements. I can't attach a photo to
email, anymore.

My computer broke and I'm running with a new processor/motherboard/ram, etc.
I had to reinstall/repair Windows when I was finished with the hardware
hookups. Then we updated all of the patches and downloads available.

The Photoshop people I've talked with think that the problem is with
KB911567. I'd like to know how to tell if that was one of the installs and
how can I un-install it.

start > control panel > add or remove programs > put a check in
the box where it says "Show updates" > scroll down to KB911567,
pretty close to the bottom; click to highlight it. Click Remove button.
