Unless you have a reason to keep a copy of your emails on your ISP's POP
server, the simplest way to prevent this is to go to Tools/Accounts ...
Select Properties... Advanced tab... and uncheck the box under "Delivery"
that says "Leave a copy of messages on server".
Then when you download your messages, they will be removed from the server
and reside only on your local PC. When you delete them locally, they will go
to 'Deleted items' (on your PC) and remain there until you "Empty Deleted
items folder" ... at that point they will be gone with little chance of
recovery.
Alternately, you can leave the box checked under "Delivery" that says "Leave
a copy of messages on server" AND check the box that says... "Remove from
server when deleted from 'Deleted Items'"
Personally, I tend to favor the latter option...
FWIW, you still may re-experience downloading "deleted" mails one more time,
until these new settings are invoked. To prevent that you can log into your
ISP's web mail interface, and delete unwanted messages from there.
