I have a useful tool called Karen's Cookie Viewer:
http://www.karenware.com/powertools/powertools.asp
It will allow you to select and delete individual cookies and also identify
the folders where your cookies are to be found. I have Vista and it works
for me; I have found it to be very reliable.
