deleting a program

IÂ´m trying to remove a program that has a bad setup.

I go to remove program in the contol panel then remove all folders from
program files, all users folders with data for it and Windows registry,
restart the computer re-intall the program and the settings are still there.
It does not start asking for the setup configuration.

Does some one know how to do a clean remove from the system?
