Can you delete users folder that is on drive c in vista?

Yes, provided you have deleted the user account first, in Control Panel >
User Accounts. The folder C:\Users itself can not be deleted.

Would I still be able to delete it if I changed the name of the user first?

No, accounts are tied to specific profile folders, even after they are
renamed.
