Dell Axim Syncing OK With Exchange 2003 But No Items Downloading

We have an Exchange 2003 front end / back end server configuration which all
works fine. We have a brand new Dell Axim running ActiveSync 4.1 with a
strange problem: it correctly logs onto the Exchange Server using the
wireless network, you can surf the net, get OMA etc it says it is syncing
with Exchange, it quotes a number of calendar items / e.mails / contacts
that it is going to bring down and it takes a few seconds ( a bit suspicious
as there a few 100 items in total ) but nothing ever appears on the Axim.
In other words it does a good impression of doing a sync without actually
doing it.

I have tried a hard reset and creating the account again, I have even tried
two or three different users with the same result. I am totally stumped, I
dont think it is much but it is not working and is very frustrating indeed
esp. after I worked through all off the certificate / configuration issues
!!

I have also checked the settings to make sure that it will actually select
items by reference to age / size etc.
