And who are you? Why should the OP go to the web forum instead of here?
Certainly it's another venue for free tech support, but you give the
impression that you're chasing him away and that he'll get no answers here,
which is certainly not the case.

Do you have a domain with a server? If yes, set the Group Policy on the
server. If no, then you need XP Pro to have the Group Policy Editor.

The policies you want are under Users>Administrative Templates>Windows
Components>Internet Explorer.

If you have questions about Group Policy, the best place to ask them is in
its dedicated newsgroup - microsoft.public.windows.group_policy.
