Denying Permissons for Moving Folders on network by dragging

How can you deny users the ability to drag and drop folders on the network to
new locations for Windows Server 2003? Users need to be able to create, edit
the files in the folders, etc. Users are constantly accidently dragging and
dropping folders into other locations that they shouldn't be.
