If AD, use a GPO to do this:
Group Policy Settings Reference for .adm files included with
Windows XP Professional Service Pack 2

Search for popup under the Inetres.adm tab in the spreadsheet available
in the link above.
If no AD, you can configure it with a registry value:
Key: HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\New Windows
"PopupMgr"
Value name: PopupMgr
Type: REG_SZ
Value data: no
(if you want to enable it later on, set it to "yes")
