Desktop Arrangment changes after another user logs on or off

OK - I have this really annoying issue:-

I am running Vista Ultimate X64 with a dual screen setup.

I spent ages getting my desktop shortcuts arranged as I want them - then one
of the other users of the computer logs into their account and when I go back
to my account my desktop icons have all moved about and messed up so i have
to rearrage them again.

Anyone know of anyway to lock the desktop "profile?" for each individual
user to stop this very annoying issue?

The "other user" is also an administrator on the system I suppose.
Therefore, "All User" settings are being changed. That's it. You can avoid
it anyway you want.

Hmm - changed all other accounts to non admin - but the desktop keeps
rearranging itself when I log back in...

Try using layout.dll as referenced here:

It won't guarantee that you icons will always stay where they should, but it
will allow you to easily put them back to the locations you 'saved' them at.
This has worked well for me on Vista and the prior 3 OSs.

Looked at that and did a search for the file but it seemd to be 32 bit but
during my search I found a 64 bit application that may just be the trick ..

I have a new Vista Home Premium machine that is giving me this type of
problem. Will these program work on my machine?

I guess it's a case of suck it and see - the 64 bit sort of works for me - I
have no idea about the 32 bit application.
