Desktop Background appear black

After applying wallpaper from domain group policy desktop background appears
complete black.
All other policys is apllied properly and working fine

Hi,

Our domain is 2003, Client OS Windows Vista. I have a group policy in
place which sets the desktop's background to:

%systemroot%\web\wallpaper\windows vista.jpg
%systemroot%\web\wallpaper\Auto.html
The style is set to "Stretch".

Although windows vista.jpg is working fine, what I've found is Auto.html or
any html file is shows my desktop background black.

Any one can help for the same?
