desktop background is disabled

my desktop background isnt working. when i go to check on it i get a screen
that says that it has been disabled. i checked the settings on the control
panel and it says that it should be working. but its not. please help me.

When did this occur ?

Do you have some oddball icons in the taskbar ?

Are you getting Pop-Ups indicating you are infected or or you should donload anti syware
software ?
