"desktop background feature disabled"

My desktop is black, and when I go into the Control Panel to change it
I get a message that says it is disabled and to check with th
administrator (ME!). When my daughter logs into her user account, al
is well for her, so it's just in my user account

I've done an exhaustive Google search, and downloaded & ran th
following
1. My Trend Micro Anti-viru
2. CCleane
3. Spybo
4. Super Antiviru

All found suspicious malware/trojans/adware, etc., and did manage t
get rid of a RunDLL error I was getting upon start-up, but nothing ha
fixed this disabled desktop background problem I'm having

I found a tutorial in this Vista forum that I believe could be m
answer, and I started the process, but got a little nervous after m
first download when I received a warning message....I just want to b
sure I'm not going to screw up my computer! :shock

Could someone direct me -- and reassure my fears
