Perhaps you can set a registry audit to know which app is modifying the
"Wallpaper" value in this key:
HKEY_CURRENT_USER\Control Panel\Desktop

Thanks for those suggestions I'll give them a try.
I've found a temporary workaround by checking the registry again and
searched for c:\windows\web\wallpaper, the location of default
background images, I found the entry referring to the wallpaper image
HPSproutv2.jpg . I exported the key and then changed the permissions
on the key. I edited this value to a desired wallpaper img18.jpg and
restarted the laptop, hey presto! It's changed the desktop, I have to
do this each time I fancy a change of wallpaper!
