Desktop picture position not retained

Vista Ultimate x64. I regularly change the picture I have on my desktop.
Every time that I change it, it defaults to "Tile" positioning, and I have to
go to Personalization, Desktop Background, and select my desired positioning
of "Maintain aspect ratio". Is there any way to change the default from
"Tile" to "Maintain aspect ratio".

I'm currently using a 3072x2048 image, and my screen resolution i 1280x800.
I'm assuming there's no need to find a higher resolution image than that.

I realized I may have missed a significant factor: This happens when I am in
IE and right click an image on a web site and select "Set as background"

The 3072x2048 image is certainly large enough.

You may have a better result if you save the picture
in a folder on your hard drive and follow the steps
outlined in the following article:
