Desktop shortcuts for all users

I want a shortcut to appear on the desktop fro all current and new users of a
computer. I tried copying the shortcut to the C:\Users\Default\Desktop folder
and setting the permissions to Everyone has Full Control but the shortcut
does not appear on users profiles. The computer is part of a domain but only
one computer needs the icon for all the users that log on. How can I get
Vista to do this?

Put a shortcut in the Users\Public\Desktop folder (requires elevation) for
all users to see it.

I've gone to do the same, but there is no Desktop folder - is this because it
requires elevation? If so, what is elevation and how do I do it?
