Files will not copy to it. Is that a 'telling' indication?

Try another blank disk. If that works ok then you have a new frisbie t
toss with the first. Otherwise you would be looking at a problem bein
seen with the optical drive as the reason

it depends on how you are trying to write the files to disk. not all CD
writing software allows you just to drag/drop to disk.
that requires packet writing, not your run of the mill cd burinig software.

Are you trying this with the Vista CD burn facility or with a 3rd party
program (try both)? Have you tried another new blank CD?

It will also depend on the type of disk as well.

Is this being seen with a read only or rewritable type media
