What determines which Language Character set is used by Windows Live ?

What determines which Language character set used by Windows Live ? As a
English speaker resident in Japan, I find that I always get Windows Live
emails, logins, Hotmail, etc in Japanese... which is a really tiresome.
Surely it should be possible to opt for a language of preference ?

Although some of the Live sites use geolocation by IP to determine you're in Japan, most of
sites and services utilize the locale information in your Windows Live profile:

As such, if you change your locale to say an English speaking country, you'll see English:

Under Regional Options of the "Regional and Language Options" control panel
applet, I've got English (U.K.) Selected, followed by Location "Japan".

However, apart from the annoyance of receiving all email based communication
in Japanese from various MS Services, there appears to be a bug with Windows
Live Messenger. For example, I can as you suggest, login via IE to
www.live.com, and everything appears in English (great!). However if I do so
via Windows Live Messenger, it all goes pear-shaped and I'm back to
Japanese.

Surely, the simple addition of a Language of choice option within the
account preferences, would resolve this matter very simply and at the same
time (as an incentive) also probably open up new revenues of advertising
opportunities for MS that other companies aren't currently doing....

In IE, under Internet options -> General -> Languages, select your language
preferences for displaying websites (put "English (UK)" on top). Should
work.

Hi,

Messenger (and any link you click therein) uses the information in your Live ID profile (link
in previous post). If you say you're in Japan, you get Japanese; if you say you're in the
UK, you get English and so on...

The settings within Windows are ignored.

Exactly!

Why do people assume that simply because you happen to reside in a country,
that you wish to receive written material in that countries main language ?
In the US, perhaps there are people who'd like to receive material in
Spanish, in Belgium - French, and in Iraq, perhaps English....

These days we're a globally mobile workforce, how about moving with the
times, and start thinking about home-comforts such as the ability to choose
language of correspondence ?
