Ya you have to create Resources for Root manually or you can use Cluster.exe
to create it cmd way or can use Cluster.exe to script it...
and then use below mentioned method to export and import Links and there
targets...

It talks about using dfsadmin.exe, try using dfsutil.exe with export and
import switches as appropriate...
